jcFeather Free Version 2.8.6 for Maya (maya plugin)

Many users emailed me they cannot load plugin in windows, usually because the ../jcfeather/bin directory is not in system env PATH, you can add it manully. In this release, i add the directory by default.

jcFeather shelf tab should be created from jcfeather menu manually.
